On March 24, delegations from the United States and Ukraine convened in Saudi Arabia to discuss proposals aimed at safeguarding energy facilities and infrastructure. This meeting preceded anticipated discussions between U.S. and Russian representatives scheduled for the same day. U.S. special envoy Steve Witkoff conveyed a sense of optimism regarding the potential to conclude Europe’s most severe conflict since World War II.

Ukrainian President Volodymyr Zelenskyy characterized the delegation’s efforts as being conducted in a “completely constructive manner.” He asserted that achieving peace hinges on Russian President Vladimir Putin’s decision to cease ongoing strikes. Additionally, Ukraine’s Defence Minister, Rustem Umerov, articulated that the discussions were intended to facilitate a “just peace” and bolster security in the region.

Despite the significance of the negotiations, President Zelenskyy described them as “essentially technical.” He highlighted that last week, President Putin had agreed to a 30-day ceasefire proposal put forth by former President Trump, marking a temporary halt to attacks on energy infrastructure. However, the conflict remains grave, as evidenced by a recent large-scale Russian drone attack on Kyiv, resulting in the tragic loss of at least three lives, including that of a five-year-old child, and the outbreak of fires.

The discussions between U.S. and Ukrainian delegations in Saudi Arabia reflect a collaborative effort to address key issues surrounding energy infrastructure and security amidst ongoing hostilities. U.S. envoy Steve Witkoff remains hopeful for progress towards peace, contingent upon decisive actions from Russia.
