More than 28 million Iraqis, or 60.7%, are now eligible to vote in the October 2025 parliamentary elections, according to the Independent High Electoral Commission (IHEC). This marks an increase from previous election cycles, with significant growth in eligible voters particularly noted in Baghdad’s Rusafa district. Legally, elections must be held 45 days before the current legislative term ends.

The Independent High Electoral Commission (IHEC) has confirmed that over 28 million Iraqis, representing 60.7% of the population, are eligible to vote in the parliamentary elections set for October 2025. IHEC’s latest report highlights an increase in voter registration, with the Rusafa district in Baghdad leading the count, followed by Karkh, Maysan, Nineveh, Anbar, and Dhi Qar.

Moreover, nearly one million Iraqis born in 2007 have now reached the legal voting age of 18. The commission emphasized the importance of adhering to Iraq’s amended Election Law No. 12 of 2018, which mandates that parliamentary elections must occur at least 45 days prior to the end of the current legislative term.

In comparison, the number of eligible voters for the previous elections showcased growth: 25,139,375 in 2021 and 24,352,253 in 2018. This upward trend reflects a commitment to increasing participation in the democratic process within Iraq.

The announcement by IHEC signifies a substantial increase in eligible voters in Iraq, with over 28 million poised to participate in the upcoming parliamentary elections. The rise in the number of eligible voters, along with new young voters reaching the legal age, underscores the dynamic nature of Iraq’s electoral landscape. Adhering to legal frameworks for election scheduling further supports the integrity of the electoral process.
