The Anticipatory Action and Early Response Framework in Mozambique aims to coordinate timely response to cyclones through pre-agreed action plans and financial support. The framework includes various triggers for activation and focuses on delivering essential services to affected populations across six provinces, ensuring effective preparation and response to cyclone threats.

This document outlines Mozambique’s Anticipatory Action (AA) and Early Response (ER) Framework for managing cyclones, emphasizing pre-agreed action plans and financing arrangements. Mozambique experiences frequent cyclones, significantly impacting populations, particularly in coastal regions. The framework aims to provide coordinated assistance to vulnerable communities across six provinces, leveraging a participatory development approach involving local stakeholders.

The framework utilizes three triggers: 1) the readiness trigger for forecasts 120 hours in advance; 2) the action trigger for severe storms within 6 hours of landfall; and 3) the observational trigger for assessing impacts post-landfall. Each trigger enables timely action to manage cyclone risks effectively, ensuring that humanitarian responses are activated promptly.

Core actions include risk communication, supporting temporary accommodation centers (TACs), delivering in-kind assistance, and facilitating access to essential services such as health and sanitation. Partners will implement these actions based on learned experiences and operational capacities, with a focus on quick deployment within 2-4 weeks post-cyclone.

Funding for these activities is secured from the Central Emergency Response Fund (CERF), with an allocation of up to $6 million, which supports various sectors, including food security, health, and shelter. Additional commitments from organizations like WFP further enhance the framework’s financial resilience, enabling comprehensive support for affected populations.

The framework offers valuable learning opportunities through joint assessments and after-action reviews, fostering continuous improvement in anticipatory action and response measures. Collaborative efforts will enhance future disaster preparedness and response capabilities in Mozambique.

Mozambique is highly susceptible to cyclones, particularly along its coastal regions, where the majority of its population resides. Since 2000, significant cyclones have struck every two years, leading to substantial economic losses and impacting around 5 million people since 2017. The Anticipatory Action and Early Response Framework is established to mitigate these effects and ensure timely assistance to those in need.

The Anticipatory Action and Early Response Framework in Mozambique is a crucial initiative designed to address the recurrent cyclone risks faced by vulnerable populations. Its structured approach, encompassing triggers for timely response, coordinated action plans, and pre-arranged financing, aims to mitigate human suffering and economic loss during cyclone events. Continuous learning and adaptation are integral to enhancing the framework’s effectiveness in future emergencies.
